Role overview

We’re looking for an experienced Technical Business Analyst to join a major public sector digital transformation programme.

This role will be focused on bridging the gap between business objectives and technical delivery, working closely with stakeholders, architects, engineers and product teams to define, document and deliver high-quality requirements across complex technology initiatives.

You’ll play a key role throughout discovery and delivery phases, facilitating workshops, producing detailed user stories, documenting technical requirements and ensuring business needs are translated into actionable delivery artefacts. The successful candidate will be comfortable working across technical and non-technical teams, driving decisions, challenging assumptions, and maintaining momentum within a fast-paced agile environment.

This is an excellent opportunity for a Technical Business Analyst with strong user story-writing capabilities and proven experience supporting API integration projects within large-scale organisations.

Skills Required

• Proven experience working as a Technical Business Analyst within complex technology programmes
• Strong user story writing skills, including clear acceptance criteria and backlog management
• Experience structuring and maintaining epics, features and user stories within Jira
• Ability to facilitate requirements-gathering workshops and stakeholder discovery sessions
• Strong stakeholder management skills with the confidence to lead discussions and challenge constructively where required
• Experience producing business process maps, requirements documentation and discovery artefacts
• Ability to translate discovery outputs into delivery-ready requirements and project documentation
• Experience aligning requirements with policy, regulatory and service standards
• Strong analytical skills with the ability to identify risks, assumptions and delivery gaps
• Experience working autonomously and driving activity with minimal supervision
• Excellent written and verbal communication skills

Technical Skills and Experience

• Proven experience working on API integration projects
• Ability to document APIs, system integrations, data flows and interface specifications
• Experience producing technical specifications and non-functional requirements (NFRs)
• Strong understanding of system architectures, technical landscapes and legacy environments
• Experience conducting as-is and to-be analysis across technical platforms
• Ability to document technical dependencies, constraints and architectural considerations
• Experience working closely with Technical Architects, Software Engineers and Systems SMEs
• Strong understanding of technical delivery lifecycles and agile methodologies
• Ability to identify and manage technical risks, blockers and cross-system dependencies

Desirable Experience

• Experience delivering projects within central government or public sector environments
• Knowledge of Government Digital Service (GDS) principles and service standards
• Familiarity with accessibility requirements and user-centred design principles
• Experience supporting large-scale transformation or integration programmes
• Exposure to regulated environments with strong governance requirements
